SHIRLEY MENDOZA CRUZ
Shirley is an experienced construction claims consultant and quantity surveyor with over 18 years’ experience in the construction industry, 12 years of which were gained in the Middle East, four years in New Zealand and over two years in the Philippines.
Her experience extends to projects across different sectors including land development, transport and infrastructure including new roads, road safety improvement works, bridges, carparks, airport, ports, potable water and wastewater network renewals/upgrade, sewage treatment facility, river protection works, and seawall construction/repairs, as well as residential and commercial buildings and a world-class mall.
Shirley has considerable experience in construction claims preparation and assessment, conflict management, conflict avoidance, and dispute resolution proceedings, having been involved in a formal mediation, adjudication, and arbitration in New Zealand and overseas.
In New Zealand, Shirley participated in an arbitration as a ‘hybrid’ witness providing facts and opinion in relation to the valuation of contentious claims, establishment of binding and final determinations, and interest applications in accordance with the contract. Shirley’s advice and assistance were also sought and relied upon in responding to claims taken to adjudication. She also contributed to the company guidelines for the review and assessment of the impacts of COVID-19 on the construction time and costs.

QUANTITY SURVEYING
Shirley is proficient in a wide range of pre-contract and post-contract quantity surveying responsibilities including preparation and managing delivery of cost estimates and cost reports at different design stages (feasibility, concept, preliminary and detailed), preparation of schedules of quantities and preambles using standard or bespoke methods of measurement, tender evaluation, payment claim assessments, variations and claims valuation and negotiation, and final account preparation.
QUANTUM ANALYSIS
Shirley specialised as a construction claims consultant for over 10 years in the Middle East (UAE and Qatar) working with a team of experts in contracts, quantum and delay analysis tasked to either prepare construction claims or assess them. Her contributions ranged from investigating and validating the basis of claim, assessing quantum and drafting reports. Her experience includes assessment of contentious variations, preparation of various additional cost claims including prolongation costs and disruption costs. The major projects include an airport expansion, a major expressway, a world-class mall, a port expansion and a large sewage treatment facility.
