Shirley is an experienced construction claims consultant and quantity surveyor with over 20 years’ experience in the construction industry, 12 years of which were gained in the Middle East, over two years in the Philippines and six years in New Zealand including the last two years working remotely on construction disputes on projects located in Australia, East Asia and Southeast Asia.
​
Her experience extends to projects across different sectors including mining facilities, power plants, aluminium plant repairs, land development, transport and infrastructure including railway viaduct, new roads, road safety improvement works, bridges, carparks, airport, ports / wharves, potable water and wastewater network renewals / upgrade, river protection works, and seawall construction / repairs.
Shirley has considerable experience in construction claims preparation and assessment, conflict management, conflict avoidance, and dispute resolution proceedings, having been involved in a formal mediation, adjudication, and arbitration in New Zealand and overseas.
Shirley now focuses on expert witness services, assisting our Quantum Expert in the analysis of complex claims and development of expert reports.

AREAS OF EXPERTISE
QUANTITY SURVEYING
Shirley is proficient in a wide range of pre-contract and post-contract quantity surveying responsibilities including preparation and managing delivery of cost estimates and cost reports at different design stages (feasibility, concept, preliminary and detailed), preparation of schedules of quantities and preambles using standard or bespoke methods of measurement, tender evaluation, payment claim assessments, variations and claims valuation and negotiation, and final account preparation.
QUANTUM ANALYSIS
Shirley specialised as a construction claims consultant for over 10 years in the Middle East (UAE and Qatar) working with a team of experts in contracts, quantum and delay analysis tasked to either prepare or assess construction claims. Her contributions ranged from investigating and validating the basis of claim, assessing quantum and drafting reports. Her experience includes:

assessment of contentious variations claimed by the contractor in an airport expansion project,

preparation of various additional cost claims including a disruption claim for the contractor in a major expressway project,
​

preparation of an extension of time entitlement report for both the contractor and the owner in a world-class mall project, and
​
-
preparation of an extension of time and prolongation cost claim for the contractor in a port expansion project and in a large sewage treatment facility project.
